The Era of Carbon Constraints Arrives: New Landscape for the Fastener Industry

On October 17, 2025, the European Union issued Regulation (EU) 2025/2083, amending the original Carbon Border Adjustment Mechanism (CBAM) Regulation (EU 2023/956) to streamline administrative procedures and strengthen oversight of high-carbon imported products.


CBAM aims to prevent “carbon leakage” by ensuring that imported products bear carbon costs comparable to those of EU producers, thereby promoting global emission reductions. The revision eliminates the previous low-value exemption, replacing it with a quality-based exemption for annual import volumes under 50 tons, and adjusts reporting, compliance, and carbon certificate trading mechanisms to improve transparency and efficiency. Importers circumventing rules through “split shipments” face substantial fines, the deadline for annual reporting and certificate payments is extended to September 30 of the following year, and the minimum quarterly certificate purchase ratio is reduced from 80% to 50%, helping companies better manage cash flow.


For the fastener industry, CBAM’s regulated materials—steel and aluminum—are key raw materials. Rising raw material costs have become a major concern: as high-carbon steel and aluminum face added carbon costs when exported to the EU, downstream manufacturing also bears price transmission pressures. Export-oriented fastener companies will face new challenges in raw material procurement, pricing strategies, and supply chain planning. The policy also drives greater supply chain transparency and compels companies to establish comprehensive carbon management systems. Using low-carbon materials, improving energy efficiency, and optimizing supply chains will be critical for maintaining competitiveness in international markets.


Overall, CBAM is not merely a trade regulation but a catalyst for green transformation in manufacturing. Fastener companies that lead in carbon transparency and green supply chain development will gain a decisive advantage in the global market.
